'No confidence' council faces community review

A council accused by villagers a serious lack of transparency will face a community review.

Pentraeth Community Council was the subject of a petition from local residents, who said they had lost confidence because of "persistent failings" and "poor judgement".

On Tuesday, Anglesey Council's executive voted to conduct a section 31 review into the running of the council, which will be carried out in line with an island-wide review, due to begin by the end of the year

The petiton, submitted by more than 30 people - making it an eligible request - also called for Anglesey Council to suspend any co-option or electoral appointments to Pentraeth Community Council until the review was held.

According to the report, officers wrote back to the petition organiser on 8th August to explain that the correct procedures had been followed with election and co-option arrangements to the community council and that the County Council had no lawful authority to intervene in the process.

It noted there were two opportunities to call an election on the community council in the past three months.

On 23rd May, a casual vacancy notice to fill four vacancies was published - with a deadline for 13th June - but no requests for an election were received and the vacant seats were processed through a co-option process.

A similar situation followed on 11th July, when another notice was published to fill three more vacancies on the community council by a deadline of 31st July. Again, there were no requests for an election.

Anglesey Council's community review, affecting the whole island, is expected to be carried out in time for the next local elections in May 2027, before an electoral review is held by the Local Democracy and Boundary Commission for Wales from September 2027 to July 2028.

A spokesperson for Anglesey Council said: "Anglesey's Executive today agree to conduct a section 31 community review of Pentraeth Community Council in accordance with a petition request submitted by members of the electorate."

"The review will be conducted as part of Island wide section 31 community review to be undertaken prior to the next local government elections in May 2027. The process will begin before the end of 2025."

"The executive agreed to this course of action to ensure efficient expenditure of public funds and staffing resources."

Pentraeth Community Council, who were contacted for a response, are due to hold their next meeting on Wednesday night.
